Luxury Townhome Development

This proposed development consists of eighteen exclusive luxury townhomes designed to elevate both property values and the surrounding community. The project blends elegant architectural design with sustainable building principles, setting a higher standard for modern luxury living.

Scott Lowe led the project from initial concept through full entitlement and pre-construction readiness. His responsibilities included financial structuring, land acquisition, design coordination, political approvals, and sustainability compliance.

Directed all financial structuring and investment coordination, including:

• Capital acquisition and seed investment procurement
• Researching and contracting individual investors and investment firms
• Preparing detailed pre-construction financial forecasts, including:
  • Site acquisition costs
  • Architectural & engineering budgets
  • MEP systems
  • Title and real estate costs

Managed acquisition and technical validation of the build site, including:

• Oversight of geological and soils testing
• Securing approved soils reports
• Ensuring development feasibility prior to full design investment

Working in close collaboration with the architectural team:

• Directed development of a high-density, market-driven luxury design
• Ensured LEED certification alignment
• Coordinated Tentative Tract Map preparation and through approval
• Secured approved haul route
• Worked directly with:
  • LADBS (Los Angeles Department of Building & Safety)
  • LADWP (Los Angeles Department of Water & Power)
• Pre-submitted building plans for LADBS review and feedback

This proactive coordination reduced risk and streamlined future permitting phases.

A critical component of the project was community and political alignment:

• Arranged and led meetings with the Los Angeles City Councilmember and staff
• Presented the full development plan for review and secured support
• Attended neighborhood council meetings
• Presented the project publicly and addressed community questions
• Secured official Neighborhood Council approval
